Dr. Jordan Winegar and Dr. Erica Liu are leading experts in refractive surgery and ophthalmology. With years of experience in the operating room, they share insights on medical innovation and breakthroughs in their field, making complex topics accessible and engaging for all audiences.
Dr. Erica T. Liu, M.D. —
Founder BEACH CITIES LASER | VISION & Refractive Surgery Specialist
Dr. Erica T. Liu is the founder of Beach Cities Laser | Vision, the premier refractive surgery center serving Torrance, the South Bay, and greater Southern California. With over 10,000 surgical procedures performed, she stands among the most experienced and credentialed eye-care specialists in the region.
After graduating with honors from University of California, Berkeley — with a double major in Neurobiology and Public Health — Dr. Liu followed a non-traditional path. She spent time working in tech before returning to medicine, earning her medical degree from University of California, Irvine School of Medicine. She then completed an Ophthalmic Pathology and Research fellowship at the Moran Eye Center (University of Utah), followed by a full ophthalmology residency at Tufts Medical Center, and a highly specialized fellowship in Cornea, External Disease, and Refractive Surgery at the Shiley Eye Institute (UC San Diego).
Combining broad academic training with advanced surgical expertise, Dr. Liu offers the latest, evidence-based refractive procedures — including SMILE, LASIK, EVO ICL, PRK, cataract surgery, and refractive lens exchange. She is especially known for her commitment to individualized, transparent care: patients meet with her directly from consultation through post-operative follow-up, ensuring personalized attention at every step.
Her own personal history with vision correction (having undergone PRK) gives her unique insight into the patient experience — motivating her to make clear vision accessible to others.
Beyond clinical practice, Dr. Liu is dedicated to advancing ophthalmology. She has contributed to multiple publications on advanced intraocular lens technologies and refractive surgery, including articles in the Journal of Cataract and Refractive Surgery and the American Journal of Ophthalmology Case Reports.

Dr. Jordan Winegar, M.D. —
Board-Certified Ophthalmologist & Refractive Surgeon
is a board-certified ophthalmologist currently serving as Chief of the Warfighter Refractive Eye Surgery Program at Evans Army Community Hospital, Fort Carson, Colorado.
He earned his medical degree from Saint Louis University School of Medicine, and completed his internship and residency — including a chief resident year — at the prestigious Walter Reed National Military Medical Center. Refractive Alliance+1 Before pursuing medicine, Dr. Winegar graduated cum laude with a B.S. in Chemical Engineering from Brigham Young University, bringing a methodical, analytic mindset to his surgical practice.
Dr. Winegar’s surgical scope encompasses anterior segment procedures — including cataract and glaucoma surgery — as well as advanced refractive procedures like LASIK, PRK, ICL (implantable collamer lens) implantation, and corneal crosslinking. His commitment to refractive surgery dates back to his second year of residency, and he is known for combining “military-grade” precision with genuine care, honesty, and attention to detail for each patient.
In addition to his clinical duties, Dr. Winegar is engaged in teaching and mentorship, training others clinically and in the operating room to help advance standards in vision correction and ocular surgery.
Outside the operating room, he enjoys outdoor pursuits such as climbing and soccer, spending time gardening with his family, and strengthening his multilingual abilities — he speaks both Spanish and Italian.
Dr. Winegar’s mission is to deliver personalized, high-quality eye care, using the most modern refractive and cataract surgery techniques to help patients achieve lasting, glasses-free vision.
